THE STRATEGIC DEVELOPMENT VOCATIONAL EDUCATION OF BILATERAL SYSTEM UNDERGRADUATE INSTITUTE OF VOCATIONAL EDUCATION NORTHEASTERN REGION 1

The objectives of this research were to: 1) study the problem of organizing a dual vocational education system; Bachelor's degree Northeastern Vocational Education Institute 1, and 2) create a strategy for developing the bilateral vocational education system. Bachelor's degree Northeastern Vocational Education Institute 1. Mixed qualitative and quantitative research. Phase 1 studies the problems of organizing a dual vocational education system; Bachelor's degree Northeastern Vocational Education Institute 1, Uses research the target group was 15 experts and 364 people, research tools include semi-structured interviews and questionnaires, analyzing the content data and using statistics, frequency, percentage, mean and standard deviation. Phase 2 to create a strategy for developing used by organizing a workshop. Target groups include 15 experts and 30 experts, the content data and summarize, confirm the development strategy suitability and feasibility. The research tools were suitability and feasibility assessment forms. To analyze data using statistics, frequency, percentage, mean and standard deviation. Research results. The Problems in Organizing the Dual Vocational Education System Bachelor's degree: The Northeastern Vocational Education Institute 1. found that 1) in establishments, 2) in vocational training, 3) in curriculum, 4) in teaching and learning management, and 5) in areas management. 2. There are 3 strategies for the strategy formulation for developing Strategy 1) promote participation with business establishments and seek cooperation with external organizations in developing and managing the curriculum. both domestically and abroad; Strategy 2) raise the level of vocational training in workplaces by developing information systems used in management, and supervision. Strategy 3) develop/improve the curriculum according to the needs of stakeholders and analyze career competencies linked to professional qualification standards in the labor market. Results after undertaking a confirmation strategy suggested that both overall and individual elements have an average value higher than 3.51 which is considered acceptable based on the assessment criteria that have been established.
