EXPLORING THE IMPLEMENTATION PATH AND COUNTERMEASURES OF RURAL COMMUNITY CREATION UNDER THE RURAL REVITALIZATION STRATEGY: BASED ON THE PERSPECTIVE OF QUALITY FUNCTION DEPLOYMENT(QFD)

Abstract

In October 2017, the 19th Congress of the Central Committee of the Communist Party of China (CPC) listed the implementation of the rural revitalization strategy as one of the national strategies, and in September 2018, the State Council of the CPC Central Committee formulated the Rural Revitalization Strategic Plan 2018-2022 in order to ensure the implementation of the rural revitalization strategy. In this context, it is extremely important to conduct research on the implementation path and countermeasures for rural community creation. In our study, we innovatively draw on the quality function deployment in the field of product quality management, apply it to the study of rural community creation design in the context of rural revitalization, and translate the functional requirements of rural community creation into specific evaluation indexes and construct an index system of influencing factors. This theory has innovative value and scientific and reasonable research significance in exploring rural community creation in the context of rural revitalization. Meanwhile, we also combine the subjective and objective assignment method G1-entropy value method in fuzzy mathematical theory to quantitatively calculate the constructed rural community creation quality evaluation system in this study. Importantly, we compare the G1-entropy value method with the classical hierarchical analysis method to demonstrate the scientific, rationality and superiority of our proposed method. More importantly, we differ from the traditional G1 method in that we also introduce the identity information weight of experts in the G1 method, which increases the reliability of the subjective empowerment method. Finally, based on the results of the quantitative assessment, we found the key indicator factors that affect rural community creation and proposed the implementation path and countermeasures for rural community creation. 
Our main results in this study can provide methodological reference and theoretical reference significance for international academic research and practical cases related to community creation, especially for promoting rural construction and rural community creation under China's rural revitalization strategy with practical macro value.
